Trying to add exchange via UI - Access refused

I created an exchange a couple weeks ago and want to create another. This time around I'm getting an Access refused message. Exchange name I'd like to create is model, type topic and durability durable. 

Any Idea what I might be doing wrong?

"Access refused" means that the user can't access to the exchange.

I think you set some permission for the user.

That was the problem. I needed to add the exchange to the list of exchanges in the permissions. Once that was done I could create the actual exchange.
