Unable to login as guest user

Hi Team,

I am managing a rabbitmq cluster where I am unable to login to management console via guest user. The error I get is:

{"error":"not_authorised","reason":"User can only log in via localhost"}

I already checked the rabbitmq config and the loopback_users is set to nil

{loopback_users, []},

Version details: RabbitMQ 3.5.6, Erlang 19.1

I could not figure out what's causing this.
