PRECONDITION_FAILED - inquivalent arg 'x-max_priority'

I'm trying to set the priority on a message published to a priority queue but I get the following error:

PRECONDITION_FAILED - inequivalent arg 'x-max-priority' for queue 'ptq_priority' in vhost 'pttest': received none
 but current is the value '10' of type 'long'

I am using the STOMP protocol to interface with the broker.  Here is my SEND frame...

SEND
priority:5
receipt:2019081215094813922927671
content-type:text/plain
content-length:43
persistent:true
destination:/queue/ptq_priority

you can't update the queue configuration, you have to delete it and re-create with the new parameters.

PRECONDITION_FAILED = you are trying to set "x-max-priority = none" but you already have   "x-max-priority = 10"
