Why does "x-federation-upstream" exchange exist?

Just curious,

When using exchange federation, why is the downstream bindings reflected on a "x-federation-upstream" exchange and not directly on the internal upstream queue?

This decision predates my time on the team but I have a guess: if you attach binding
replication to the internal queue you cannot propagate exchange-to-exchange bindings?
