Cloud Spanner Update

- No formal beta release planned

- Unify R2DBC driver with JDBC driver in terms of behavior

Next service release (Arabba-SR3)

- Proposal for a 2-monthly cadence. 1 month seems too short for the number of issues in comparison to efforts required to ship a release

- Individual drivers can (and should) release earlier if required. Individual releases are the expected mode of operation while an entire release train release is rather a coordinated event.
