Exception specification for Row.get(…)/OutParameters.get(…) if column/parameter not found by name/index out of bounds

- We should extend the specification to add a consistent behavior

- Tentative date to be done with most drivers end of July seems fine

- Reach out to mailing list if we need to adjust release dates
