Clarification about BOM and Release Coordination

- Aspiration to ease R2DBC consumption without searching the internet/digging through docs which driver is compatible with which R2DBC SPI version

- Initial BOM release requires a bit of coordination. Should be only required for 0.8 and 0.9 releases

- Subsequent releases scheduled monthly (or other regular intervals) as an opportunity to ship an update that gets included in the BOM. If a component wants to ship an upgrade, then this is an opportunity, not a requirement.
