The usual way is to follow the package manager.
Newer packages may be found at the R sites.. for that the apt-source
lines will need to be added.
(But it does not make a difference usually).
e.g.
deb http://cran.cnr.berkeley.edu//bin/linux/ubuntu oneiric
otherwise you can always compile from source.

(We use Synaptic, or 'Software Center' or apt-get for installing
things directly from repositories )
You should use "R CMD INSTALL" only when the package is beta or is
not available via
"install.packages( )"
