I tried a different method than what I posted before. I only fixed the first prompt, but still getting 2 other prompts. Here are the new steps that I did:
A custom root/intermediate/signing certificate chain was created and installed.
The root CA trust fixed the QZ Tray connection prompt, reducing prompts from three to two.
The signing certificate is fetched correctly, matches the private key, includes the intermediate certificate, and the signing endpoint returns clean 200 OK responses without SSO redirects.
Printing succeeds after manual approval, but QZ Tray never writes the certificate to allowed.dat, and trust is not persisted.
This suggests the custom certificate chain is sufficient for prompted printing but is not being accepted by QZ Tray for permanent silent-print trust.
