Revamped QuTiP tutorials available!

Greetings,

As part of this year's GSoC, QuTiP's tutorials underwent a major refurbishment.

The new tutorials:

- run on both QuTiP 4.7
- and on the unreleased QuTiP 5 branch, dev.major
- are automatically executed and deployed, so they won't break as
often in future
- are available under the standard BSD license used by QuTiP itself

You can find the new tutorials at https://qutip.org/qutip-tutorials/.

A huge thank you to Christian Staufenbiel, the GSoC student who did
the work, and to Neill Lambert (for many reviews), Boxi Li (for
helping debug issues around quantum circuits), and Eric Giguère (for
helping address various qutip core questions and buglets).

Robert's Johansson lecture series is now maintained as part of the
qutip-tutorials repository -- many thanks, Robert, for allowing us to
do that and for writing the great lectures in the first place.

Contributing:

If you would like to contribute a notebook or report a bug, you may
open an issue or pull request in the
https://github.com/qutip/qutip-tutorials GitHub repository.

A few of the notebooks are still maintained in the repository
https://github.com/qutip/qutip-notebooks and a complete archive of
older versions of the tutorials is maintained there.

This is excellent work, thank you to everyone involved! These tutorials are a major source of support for folks starting out with QuTiP
