[11] Surah Hud (PBUH) [Hud]
Ayat 25. And indeed We sent Nuh (PBUH) (Noah) to his people (and he said): "I have come to you as a plain warner."
Ayat 26. "That you worship none but Allah, surely, I fear for you the torment of a painful Day."
Ayat 27. The chiefs of the disbelievers among his people said: "We see you but a man like ourselves, nor do we see any follow you but the meanest among us and they (too) followed you without thinking. And we do not see in you any merit above us, in fact we think you are liars."
Tafseer of Surah Hud (PBUH) Ayat 25. We sent Noah to his people (with a mission): "I have come to you with a Clear Warning: 26. "That ye serve none but Allah. Verily I do fear for you the penalty of a Grievous Day. "Noah's mission was to a wicked world, plunged in sin. The mission had a double character, as in the mission of all Prophets of Allah: it had to warn men against evil and call them to repentance, and it had to give them the glad tidings of Allah's Grace in case they turned back to Allah: it was a Guidance and Mercy. 27. But the chiefs of the Unbelievers among his people said: "We see (in) thee nothing but a man like ourselves: Nor do we see that any follow thee but the meanest among us, in judgment immature: Nor do we see in you (all) any merit above us: in fact we thing ye are liars! "The Unbelievers were impelled by three powerful human motives of evil to resist Grace: (1) jealousy of other men; they said, "Why, you are no better than ourselves;" half perceiving the Prophet's superiority, and half ignoring it; (2) contempt of the weak and lowly, who are often better intellectually, morally, and spiritually; they said, "We cannot believe or do what these fellows, our inferiors in social rank, believe or do!"; (3) arrogance and self-sufficiency, which is a vice cognate to (2), looked at from a different angle; they said, "We are really better than the lot of you!" Now the claim made on behalf of Allah's Message attacked all these three attitudes. And all they could say against it was to abuse it impatiently, and call it a lie.

English Translation of Hadith
Hazrat Auf bin Malik (May Allah be pleased with him) reported: Messenger of Allah a[SAWW](PBUH) said, "The best of your rulers are those whom you love and who love you, and those who supplicate Allah in your favour and you supplicate Allah in their favour. The worst of your rulers are those whom you hate and who hate you; and whom you curse and who curse you.'' It was asked (by those who were present): "Should not we oppose them?'' He said, "No, as long as they establish Salat; as long as they establish Salat in your midst.''
[Muslim Book 20, Chapter 17, Hadith # 4573].
Lesson : as mentioned above in Surah Hud Ayat 27. The chiefs of the disbelievers among his people said: "We see you but a man like ourselves, nor do we see any follow you but the meanest among us and they (too) followed you without thinking. The Hadith identifies two categories of rulers. First, those rulers who are well-wishers of people and provide them with justice. These are the best rulers for whom people also pray. Second, the worst rulers who are only concerned with their rule and interests and take no interest in providing justice to people and removing their difficulties. In fact, rulers are advised to adhere to justice, uprightness and equity as this can endear them to Allah as well as to people.
