TheDepartment of Transportation (DOT) is dedicated to serving our community, including those businesses contracting with state agencies and recipients of DOT funds. The Department's Disadvantaged Business Enterprise (DBE) program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide. The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.

To meet the stated 8 objectives of the DBE Program Regulation, recipients of DOT funds must develop and implement a DBE program that conforms to DOT standards set forth in 49 CFR Part 23 (for airport concessionaires) and 49 CFR Part 26. The integrity of DOT's DBE program depends upon systematic procedures to ensure that only bona fide small firms, owned and controlled by a socially and economically disadvantaged individual(s), are certified to participate as DBEs in DOT federally assisted programs. The DOT DBE Regulations 49 C.F.R. Part 23 and 49 C.F.R. Part 26 place primary responsibility for the certification process upon State Transportation Agencies.

This specialized program seeks out self-motivated participants with an entrepreneurial spirit who aspire to grow and fulfill their potential. The ideal candidate should be motivated, open to suggestions and constructive criticism, have independent living and organizational skills, an ability to relate well with the public, and the physical and emotional stamina to meet the demands of self-employment.


OCB and BEP staff provide free classroom and operational skills training with an emphasis on food service management, customer service, and food preparation health and safety. BEP staff help participants acquire the appropriate certifications and licenses to manage and operate food concessions such as espresso stands, micro markets, traditional vending routes, cafs, or food carts. As soon as a participant receives the appropriate licensure and certifications, they are eligible to bid on existing opportunities within the state of Oregon.


The BEP is administered by the Oregon Commission for the Blind under the Randolph-Sheppard Vending Stand Act, which covers federal properties, and ORS 346.510 to 346.570. This state law provides that the Commission for the Blind shall operate vending facilities in or on any "public buildings or properties," defined as any building, land or other real property, owned, leased, or occupied by any department or agency of the State of Oregon.

The Arizona Business Enterprise Program (BEP) provides Vocational Rehabilitation program (VR) clients who are visually impaired with opportunities to own and operate merchandising businesses. BEP is administered by the DES VR program in partnership with Services for Blind/Visually Impaired and Deaf (SBVID) and was created in 1936 in accordance with the Randolph-Sheppard Act to provide entrepreneurial career pathways for job seekers with visual impairments.


After completing a training program, BEP participants can run their own businesses under Federal and State agency management and earn a stable income, including medical and retirement benefits. BEP has already provided the foundation for more than 30 business owners resulting in over 275 food service jobs throughout Arizona. BEP is also responsible for the operation of more than 4,800 vending machines statewide.


BEP participants undergo 6-9 months of training to learn how to successfully operate merchandising businesses, cafeterias, micro markets and vending operations. The training helps participants develop their customer service skills, learn how to manage a labor force, and purchase and manage merchandise. BEP participants will also receive their ServSafe certification during the training.


After successful completion of the BEP training program, participants can own and operate merchandising businesses, including vending and food service operations under Federal and State agency management. BEP businesses can be located inside private and public (city, State and Federal) locations including State prisons.
