Install builder Shortcuts

I can create the CAB file for my project fine but I am having some
issues with short cuts.

I need to place a short cut in the startup folder and the shortcut
needs to have a command line switch

If I try to create a short cut with the switch it fails. If I try to
install a shortcut that has previously been created it cannot find it.
