ANN: QUESO v0.53.0 released

Folks,

Following my previous email soliciting feedback on patches for the next
release, I'm happy to say we've just rolled out v0.53.0 of QUESO.
Goodies include linear interpolation surrogates, refactored input option
processing, new error macros, a scoped pointer wrapper, and improved
error message reporting.
