Preparing Quercus 4.0.11c release

Hi,

Official Quercus distribution is currently on version 4.0.14, so we will release 4.0.11c earlier than planned.

Before this step, we need to complete some operations :

- Make a new backport of Caucho's SVN

- Delete last PHP files in project (com.caucho.quercus.php)

- Freeze i11-strptime branch to merge it into master, opening new issue to implement remaining features (for next release)

The release of 4.0.11c is planned for Friday.
