First let me tell you why I need immediate help....It's 10pm right now and my sister has to leave tomorrow, I kinda screwed her laptop up, it won't boot and says bootmgr is missing. To fix that I need to create a bootable usb drive and click repair from the windows setup there. Unfortunately my computer ended up giving the shortcut virus to the usb and I can't create the boot without it. This seriously needs to be solved tonight since her computer has all her college stuff and she's leaving tomorrow ;-;
So I've tried everything I possibly could and it hasn't worked. Tried the cmd way, ran scans, downloaded 2 very known shortcut virus programs which actually did remove the virus for a bit but it just comes back. First the shotcut virus was lnk.exe after trying to remove that it turned into files.bat and after that its now the usb name.exe.
Please run the following steps and post back the logs as an attachment when ready.

Please download the Farbar Recovery Scan Tool and save it to your desktop.
Note: You need to run the version compatible with your system. You can check here if you're not sure if your computer is 32-bit or 64-bit
Whew finally got done with the scans. I'd actually ran malwarebytes a couple of times before asking here and ended up deleting a lot of threats so it didn't find anything this time. AdwaCleaner didnt find anything either. I should probably mention this that I did some tinkering around with in safe mode and ended up removing the virus from the usb drive by just deleting it. Also managed to create the boot drive but now I'm facing an entirely different problem there. Is there a way to confirm weather the virus is still in my computer or not?
The reality is though that you'll need a clean, blank USB disk to create a bootable repair disk. So you'll want a USB thumb drive of at least 4GB in size and the ability to format it (thus removing all data)
I already mentioned I succeeded in creating the bootable usb drive. It works too. The steps your listing are to help disinfect my computer right? If thats the case, can I tell you about that entirely different problem I'm facing? It's not related to malware
I did but I somehow fixed that, it was a miracle. So here's the other thing.....We gotta go into what happened to actually make the laptop not able to boot. I used easeus partition master to try and merge some space from another drive to the windows boot drive and when I clicked apply it rebooted the system. The dell logo appeared but after that it started giving that bootmgr is missing messege. So now That I finally booted the setup from the hdd, the repair option there isn't working and when I click install windows it says that I'm missing mass storage drivers so the HDD doesn't show up. I've already tried plugging in another usb drive with a storage controller in it but it won't work. Can you help? I'm in really deep trouble right now and it's almost 2 am
You haven't been following correctly. It does power on and goes past the dell logo after that I get the bootmgr is missing message and it won't go past that. To try and fix that I booted from a windows 7 bootable usb drive so its the windows 7 setup utility that isn't detecting the hdd
Adding the drivers is an advanced feature and if you find the correct web page that is still up and has the information it does work. I don't have one of those sites bookmarked as I've not built a custom Windows 7 disk now in over 5 years.
I'm sorry but I don't have the time to research a valid custom boot disk for this with the proper drivers. Perhaps @exile360 may have a link to this type of repair. It used to be very common years ago but today almost everyone is running Windows 10 and not very many people build custom installers all that much.
