Using software installed in /rw/usrconfig/bin

After adding some private debian repositories for erlang and elixir in the VM template and installing them, I noticed that they get installed in /rw/usrlocal/bin and /rw/usrlocal/lib.
- What are these directories for?
- How can I use the software in the app VM?
