No NetworkManager?

Fresh install of Qubes 3-rc2. Installed without a hitch, but there's no opportunity to connect to a network. It appears that the entire NetworkManager suite isn't available, either on the task bar or by CLI.

Any workaround to get this installed?

Check if 'sys-net' VM is running (for example in Qubes Manager).

qvm-service -e sys-net network-manager

check that network-manager service is active in sys-net and that sys-net has grabbed your network card
qvm-pci -l sys-net

you should see at least one device there in square brackets.

Got it. The device was captured, but network-manager wasn't running. I started the service in sys-net, but I still have no opportunity to connect to a network. To my recollection, Networkmanager was running in the system tray in prior versions, and prompted me to connect to a wireless network.

check dmesg in dom0 for errors regarding your network card, especially the ones that mention reset (or FLR). R3.0 by default uses strict reset in contrast to the old method in R2. your hardware might not support it. in that case you need to
qvm-prefs -s sys-net pci_strictreset False
