Not sure if this is related to Qubes OS. I have used both rdesktop and FreeRDP
(used by Remmina) on a bare metal Debian Jessie/testing/unstable system and had
similar problems. Especially rdesktop had massive problems with my keyboard
layout (
https://github.com/ypid/dotfiles/tree/master/xkb) but also with the
normal qwertz layout. After a rdesktop session was established for some time or
after switching windows some groups or character (like upper case if I remember
correctly) could not be entered. Entering characters like "\" was also a
hassle in rdesktop. After switching to FreeRDP it got much better. Not sure why
but I had
also issues with Remmina so I use the cli programm xfreerdp like this `xfreerdp
"/v:$hostname" "/u:$username" "/p:$password" +clipboard /kbd:0x00000407`. You
did not mention in which template VM you use Remmina? If you still have
problems you can try compiling FreeRDP yourself:

I tested this (both the version in Debian Jessie and master) against a number
of M$ workstation and server products and it works for me.
BTW: If you have such problems try logout
and login instead of reboot. That shout usually be sufficient.
