Unable to create arch template

Hi,
I'm following the instructions given here. Everything seems to be going great until I get to the last part of make qubes-vm, make gui-agent-linux-vm. Then I get the this:
It does also say "bsdtar: Failed to set default locale" (I'm using fi_FI.utf8.) but I'm not sure if that's related to the problem.

using fresh updated fedora-23 template
