Qubes Firewall, how to use Tor Browser's Tor on fresh installatiion for a first update of Qubes OS and to download templates

Hi!
I am new to qubes, could you please explain me is there a possibility to setup manually predownloaded Tor Browser's Tor on the fresh Qubes 3.2 installation so the Whonix GW template I wish to download for every following template downloads and updates on Qubes to go through the tor since the first connection of OS to the internet? I know that Tor Browser provides the proxy ip through which all the traffic goes through Tor, is there is a way to offline configure the Qubes OS to route all traffic for the updates, time server sync, template downloads and literally all the other traffic through that proxy? So thr ISP wouldn't know that i use Qubes right from the start
