Kernel development on a qube

Hi everybody. I am becoming interested in Linux kernel development.
I have read tutorials on using qemu. On a Fedora qube I could not install qemu due to broken packages during the installation; the template was vanilla.
Is it possible and how to install qemu or do kernel development using QubesOS?

You can create a new template for kernel testing and install the test
kernels there. Then set the kernel of the appvm used for the tests to
pvgrub2-pvh (you need to install grub2-xen-pvh package into dom0 to do be
able to do that).

Is it documented anywhere? That works well for the Linux kernel I assume.
Is there a way to run qemu at all?
