CPU fan speed managment in qubes

The problem:

When I load WindowsOS on the same machine that I run Qubes. Windows does not raise the speed of the fan on my desktop on every minor CPU load. Only on high load after some time when temperature increase. But Qubes(?) do increase the speed of the fan constantly on every little action.

What I can do with this?

I believe power management is controlled by Xen. The 'xenpm' command
should be the right place to start investigating.

Fan control is not related to xenpm. xenpm only governs the scaling and
the frequencies. Fan control is usually the domain of the baseboard
controller / Intel ME. Very few computers expose fan control to the
host OS these days.

I would love to know the answer to this question too. There are plenty of software packages in Windows that do this. I use speedfan.
