Setting up OpenVPN (Can't understand documentation)

Under "Using iptables and openvpn" @ https://www.qubes-os.org/doc/vpn/

It says to create the proxyvm, but it does not say if the following steps
should be taken in the template or in the proxyvm. Does anyone know?

That part should be clearer. However, the intent is to setup the proxyvm.
