Mystery counting updates

I just noticed this message after it had been suggested that updates are
available:

"0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded."


However before I saw:

So the "updates" are not counted at all.

Is that a bug?

It is, I am afraid, a feature of apt - AFTER a transaction, it will show
any available upgrades. If you have already completed a full upgrade it
shows nothing to do.
