The best hardware to run Qubes on a Server?

I would recommend you though to look around on mailinglists for people
running Tor hidden services on servers how they handle anonymity, and
not here. Qubes is a desktop operating system and so is Whonix. They are
not designed and tested to run services for many users 100's of days
without failure, and include many thing that are useless on a server but
do add complexity.

If you must use whoninx I would install KWVM Whonix directly and skip
Qubes, but I doubt if this is the recommended way to run anonymous
services. You probably have to make modifications that risk undoing
anonymity. I would recommend renting a VM with bitcoin and run debian or
freebsd.

Unfortunately I have no knowledge of networks, nor can I elaborate a complex firewall, 
the only thing I have tried is the Hidden Service of Tor,
and the Xen type 1 hypervisors to isolate the ram memory from being read by third parties and the server environment.
I find Whonix interesting, I don't know anyone who uses or has a Hidden Service.
In the end it is a project that I will end up abandoning, so don't be too bothered by me, your answer is all I need. Thank you
