Fedora 24 template for Qubes 3.1 available for testing

Hi,

As promised before[1], Fedora 24 template is also available for Qubes
3.1 now. Both full fedora-24 and fedora-24-minimal templates are already
uploaded to qubes-templates-itl repository. Individual packages too, but
are still in testing repo. So both method of transition are available:
- fresh template install
- template upgrade (with additional exception of enabling testing repo,
for example with --enablerepo option):

If no major problems will be reported in a week, we'll move packages to
"current" (stable) repository and announce this on qubes-users ML.
