qubes-builder-windows troubleshooting

I cloned https://github.com/QubesOS/qubes-builder to C:\Qubes\qubes-builder
Copied windows-tools.conf as builder.conf. Changed with:

VERBOSE = 2

Installed the latest wix and junctioned. Junction is c:\wix
Installed the latest vs2013pro and junctioned. Junction is c:\vs2013
Installed the latest python3 and junctioned. Junction is c:\py
Installed the latest mingw and installed to C:\Qubes\qubes-builder\cache\windows-prereqs\msys64
I ran mingw32.exe and installed the prerequisites: pacman -S git make p7zip diffutils tar.
I set up a .be-prepared file at C:\Qubes\qubes-builder\chroot-win7x64

I can download the sources: make get-sources
'make qubes' however throws the below. Appears related to wix however the error doesn't give me enough to work with. Any ideas?
