I would like to implement opt-in input device creation in the qubes gui-agent to support the use of kloak (issue 1850)

This is my first post, so I apologize if I am missing something.

I would like to implement opt-in input device creation in the qubes gui-agent so that kloak can be used in specific qubes. Relevant issue: #1850 (https://github.com/QubesOS/qubes-issues/issues/1850)

My current plan to make this opt-in is by looking to see if the environment variable CREATEINPUTDEVICE is set to 1 towards the beginning of the main function in vmside.c. If the environment variable doesn't exist or is set to anything other than 1, the input device will not be created.
