Rework of KDE support

Hi all,

I'm currently reworking the way we provide KDE support in Qubes. In release 4.0 it consists of several configurations and patches for KDE applications. For R4.1, few months ago we simplified the packaging by splitting all multiple components into individuals. That's why there is in addition desktop-linux-kde-{breeze,baseapps,settings}. Looking at what is done into those repositories, I reworked all the modifications/additions in only desktop-linux-kde (https://github.com/fepitre/qubes-desktop-linux-kde/tree/spec.in). For current state, there is no need for modifying upstream component like kde-settings/kde-baseapps.

As I'm not using KDE at all and don't know that much about this DE, any help for comparing, testing and improving the current work done in https://github.com/fepitre/qubes-desktop-linux-kde/tree/spec.in would be very much appreciated.
