This looks interesting although it seems to have a different purpose
from Qubes (server vs. desktop):

Also, it doesn't seem like it would be that secure.

This is orthogonal to Qubes. Their goal is to create a library that can talk directly to XEN bypassing the need to have a normal kernel in the guest OS. In theory this should allow to create application-specific guests with overhead comparable with starting a new process on ordinary OS. Yet such guests would have a full isolation that XEN allows. Such guests can be used under Qubes to provide, for example, a secure PDF rendering with minimal overhead.
