Qubes R3.1 installer ISO vs Whonix 12 / Whonix 13

Hi!
Qubes R3.1 installer ISO still comes with Whonix 12, not Whonix 13?
It has not been updated in meanwhile? I am not necessarily suggesting it
should be updated due to the work an maintenance overhead that I can
imagine.
However, I would probably document and recommend users who install the
stable version of Qubes, that is R3.1 at time of writing, to re-install
Whonix from Qubes repository, so they start fresh with Whonix 13. Easier
than upgrading. [1]

Yes. As a principle we don't alter released images. It is advised to
install updates just after installation.

The upgrade looks mostly like a standard "apt-get update && apt-get
dist-upgrade", which is good thing to do just after installation anyway.

Actually, in this particular case, it was doing that standard update that got
people (including me) into trouble. (That's what all the "metapackage" threads
here and on the Whonix forums were about.)
