Labeling Style for Management VM

It looks like there isn't an agreed upon way to label management VMs, so I am suggesting
that "mgmt" be used as a prefix when a VM of that class is created.
Grouping and identifying VMs is important and it can get difficult when there
are large numbers of them on a system.
