Quay Robot Account Credentials Periodically Stop Working

We're using a Quay robot account for an integration test triggered by GitHub Actions. This setup worked without issue for a long time, but a few weeks ago, the password stopped working. I updated the credentials in our GitHub secrets, but it has since stopped working two more times. The first update lasted about a week, and the second update lasted about two weeks.

Is there a reason this might be happening, and is there a way to prevent it from recurring?
