Schedule proposal for 3.18 (January release)

Hi,

As we did next year, we will skip releasing a new minor in December as it's always very hard to plan and we will release the next minor in January.

Here is the proposed schedule (nothing fancy, your typical Quarkus release schedule):

## 3.18 (Proposal)

- Core CR1 on January 15th
- Core Final on January 22th
- Full Platform release (and official announcement) on January 29th
