Proposal for 3.12 schedule

Hi,

Here is the schedule proposal for Quarkus 3.12. The release would happen a bit earlier than usual but it's the best way to get a release done in June.

CR1 would be released next week.

## 3.12 (Proposal)

- Core CR1 on June 12th
- Core Final on June 19th
- Full Platform release (and official announcement) on June 26th
