DevServiceConfig - Quarkus passes /merges the previous config

Hi all,

I've worked on an camel-quarkus issue [1] recently that we was facing a failure test with quarkus-kafka-client extension. The KafkaDevServiceDisableTest gets failures even if by using the explicit quarkus.kafka.devservice.enabled=false after running with KafkaDevServiceEnableTest which enables the devservices.

I checked the DevServicesConfigBuildStep.java [2] and it looks like that property is merged from the previous runs. So is it a bug or design feature ?

Thanks Stuart and I think your fix in #20964 works. I've checked the camel-quarkus-kafka tests and they are working well.
