This isn't a Quarkus issue - it's an IntelliJ Ultimate issue (and even then, it maybe not be an issue at all, but some network misconfiguration)

You may want to post Quarkus user questions to Stack Overflow. I was able to create a Project just now with the plugin:

I'd note my project options look quite a bit different from yours, so check you are running same plugin and ~same version.
