Dev services runtime module is now required for any extensions using Dev Services

Hi all, 

I’ve just merged https://github.com/quarkusio/quarkus/pull/49026, which removes the exemption allowing deployment modules to depend on the devservices-deployment module without their runtime module depending on the runtime devservices module. 

If your Quarkiverse extension starts having a broken ecosystem CI, and it uses dev services, that’s probably the reason. :) All new-model dev services will be fine, but some old-model dev services might be missing the dependency. However, this is a good opportunity to move your extension to use the new model, because the old model will be completely going away in Quarkus 4,
