Java 21 now required to build Quarkus main

Hi,

Java 21 is now required to build Quarkus' main branch. It's going to be the minimum Java version for Quarkus 4.

There will be a proper announcement at the end of August but I thought it might be a good idea to mention it on the dev list.

There might be some workflows to update, especially everything that builds Quarkus main such as Ecosystem CI.
