Mandrel macOS aarch64 24.0.1.0 (JDK 22) and 23.1.3.1 (JDK 21)

Hello,

Mandrel 24.0.1.0 (JDK 22) and 23.1.3.1 (JDK 21)
are ready to start building your Quarkus native executables
natively on macOS aarch64.

This is our first macOS aarch64 release. We tested with Quarkus 3.8.4 and 3.11.0.
The test coverage is not yet as full as the Linux one. As same as Windows and Linux,
our macOS builds were done with our own, secure hardware.
