Quarkus images now built with Podman

Hi,

The base Quarkus container images we push to Quay are not built with Podman, due to a weird new issue we had with Docker and multiarch builds.

We already had people reporting an issue (that we fixed) so I prefer posting here: if you encounter any weird behavior with the images starting today, please report the issue, ideally with a way to reproduce it.
