Enabling GitHub discussions

Heya,

Just in case someone been visiting github.com/quarkus/quarkusio tonight they will have noticed Discussions being turned on then off a bit later - thats just me preparing the categories and website.

Intent is as discussed in the related ADR to enable GitHub discussions. I'm just awaiting updates for the website from James Cobb which should arrive tomorrow.

I'll post a message here and a blog/discussion with additional info (draft available here - feedback welcome).

If you are interested in all the other bits and pieces and might want to spot if I missed something you can follow this issue.
