Very interesting!
Do you also want view the question from the perspective of two different cohorts who wish to pursue higher education?
The first group consists of those who pursue higher education for its content. The second group pursues it for social recognition- more generally- success in life and being looked up to by others.

Regarding the second group you mentioned, are you referring to people who pursue higher education primarily for the purpose of signaling their success and status to others by attending a top rank university?

I mean it is their life's goal.
They might use (the rank of) grad school as either a signalling device or as a stepping stone to climb up the ladder. So if they see that doing "theory" will not get them social recognition, they will do something else that eventually does.
Of course, everyone needs a job that pays reasonably well, regardless of whether the job makes headlines or not.

I completely agree that students in the second group are less concerned with how the ranking is determined and more focused on the actual ranks themselves. However, if we were to introduce a better ranking system that takes into account student outcomes, it could serve the interests of both groups. The first group pursues higher education for its content, while the second group values social recognition and signaling. For instance, a minor alteration in the ranking system could involve considering the education history of individuals who publish in top journals, and crediting the universities where the researcher pursued higher education rather than just the institution of employment can serve as a good first step.

I think I used the wrong word. Instead of "social recognition" the phrase that should be used is "social status". Social status is very different from social inclusion.
