MajorPolish newspapers printed blank front pages on Monday in an appeal to the European Parliament to adopt controversial copyright reforms that have pitted traditional media firms against internet giants.

"Today, we appeal to Polish members of the European Parliament for solidarity in supporting a vote on the Copyright Directive in the digital single market," read a petition signed by editors-in-chief of 30 Polish national and regional dailies backing the reforms.

"Creators do not receive sufficient compensation for disseminating their works on the Internet. They often live in real poverty or leave the profession," said the statement published by the centrist Rzeczpospolita daily and other newspapers including the liberal Gazeta Wyborcza and the Fakt tabloid.

The run-up to the European Parliament vote on Tuesday has seen furious lobbying and protests by both supporters and opponents of the law, which is designed to update European copyright legislation that pre-dates most online social media and is now nearly two decades old.

The new directive "will support creators, but will not harm Internet users. It will not take away the rights to links, will not ban memes or bring new obligations for non-commercial portals," it argues.

But the directive is strongly opposed by internet giants such as YouTube-owner Google, which make huge profits from the advertising generated on content they host, and also by supporters of a free internet, who fear it will result in unprecedented restrictions to web freedom.

Objective: This study investigated the effect of the spatial disorientation (SD) events on an attentive blank stare in the cockpit scene and demonstrated how much the flight task and visual delayed discrimination task were competing for the pilots' attention.

Background: SD in flight is the leading cause of human error-related aircraft accidents in the military, general and commercial aviation, and has been an unsolved problem since the inception of flight. In-flight safety research, visually scanning cockpit instruments, and detecting changes are critical countermeasures against SD.

Results: Pilots made more flight errors and spent less time gazing at the area of change in SD-conflict than in non-conflict flights. The vestibular origin SD-conflict led not only to deteriorated piloting and visual scanning but also to problems coordinating overt and covert attention, resulting in lower noticeability of visual changes despite gazing at them.

Conclusion: Our study shows that looking at a given area in space is not a sufficient condition for effective covert attention allocation and the correct response to a visual stimulus. It seems to be important to make pilots aware of this during SD training.

Application: To reduce change blindness, some strategies, such as reducing the number of secondary tasks is extremely valuable. Particular efforts should also be focused on improving the design of the aircraft cockpit by increasing the conspicuousness of critical information.

But in spite of all this, the people of Hungary, Poland, and Macedonia have written no blank checks: Each government has lately suffered setbacks that should give them pause and provide some comfort to those who fear the unrestricted triumph of their type of rule.

In Poland, mass protests in October caused parliament to overwhelmingly reject legislation aimed at restricting abortion still further in the conservative country, the first major defeat for Law and Justice since its election last year.

Hungary will have no exit referendum, and if it did, the vote would fail: 68 percent of Hungarians support EU membership. Only fringe parties in Poland have any interest in EU withdrawal, with around 80 percent of Poles in favor of membership, and Macedonia still seeks to join the EU club. However uneasily illiberalism sits with membership of a body dedicated to liberal values, the EU does not seem to be under threat of disintegration just yet.

A blank bill of exchange, also known as an inchoate bill of exchange, is a security that is often used to secure receivables and as their repayment bond. It replaces cash offered as a deposit. Deciding to apply this security instrument, we should bear in mind several points which can protect us from the risk of the other party using the bill of exchange contrary to the agreement made.

It is a typical feature of a blank bill of exchange that it misses at least one of the statutory components of a traditional bill of exchange, e.g. the person to whom the liability on the bill is to be paid (payee), bill of exchange amount, date of payment, etc. These are completed only after the presentation of the bill for payment by its holder. Consequently, a blank bill of exchange can be used to secure receivables whose amount or date of payment are not yet known at the time the bill of exchange is drawn. Unfortunately, this can easily turn against the debtor, should the holder of the bill of exchange choose to complete it contrary to the agreement, if only for an amount in excess of the required one. In order to prevent that from happening, the parties should draw up the so- called bill of exchange declaration (bill of exchange agreement) setting out the terms and conditions for completing the bill. However, for such an agreement to have any significance, one must bear in mind a number of important details.

An inchoate bill of exchange is a very good way of securing receivables. It can be employed both in relations between undertakings, e.g. as security for receivable arising under various types of agreements, and in dealings with consumers. The awareness of the issues outlined above helps make the most of the advantages offered by this security instrument without any concerns that the bill might be used contrary to the agreement.

The Reich demanded only the revision of those articles of the Versailles Treaty which already at the time of the formulation of that Dictate had been described by understanding statesmen of all nations as being in the long run unbearable, and therefore impossible for a great nation and also for the entire political and economic interests of Eastern Europe. British statesmen, too, declared the solution in the East which was then forced upon Germany as containing the germ of future wars. To remove this danger was the desire of all German Governments and especially the intention of the new National Socialist People's Government. The blame for having prevented this peaceful revision lies with the British Cabinet policy.
