You can, but there a couple of issues.  Most tablets and phones don't have enough battery power to supply the quadstick.  An OTG cable that allows the phone to charge while using the Quadstick might be needed.   If the Quadstick keeps rebooting, there is not enough power.

Phones and tablets to not like the way the flash drive is set up on the Quadstick.  They will usually complain that there is something wrong with the USB drive and they will offer to "fix" it.  Don't let it.  If the phone tries to reformat the flash drive, it will screw things up and the quadstick will not be able to read its own configuration files.  The quadstick can be recovered after that, but all the config files will be erased.

Both issues can be addressed by using a USB-A-to-A cable and connecting the Quadstick to the phone or tablet with the USB-A port operating as a device.  Power the Quadstick through USB-B with another source.  The USB mode of the Quadstick can be set something that does not have a flash drive, like a game controller mode or USB mode 6, which has mouse and keyboard, but no flash drive.
