Half of people using the Quadstick today are on Windows 11 with secure boot and TPM 2.0. I don't think whatever is affecting your system is due to secure boot.
I use a combination of Windows 10 and 11 here and every quadstick has been connected to a Window 11 machine that loads the initial firmware into it, then copies two test configuration CSV files into it.
Nothing in the BIOS would prevent a quadstick from responding to the side tube to select different modes or configuration files.
There is something else going on, like unusual USB settings.
