Is there a safe way of editing the joystick and lip button sensitivities with the included quadstick control sheet?

You can add preference settings to either the Preferences sheet in that spreadsheet, or in an individual mode sheet.  There is an article that explains the different places you put in a preference setting: Precedence of Preferences

The joystick sensitivity is controlled by two values that set the minimum and maximum physical movement and then four multipliers that can adjust the sensitivity in each direction:

Other adjustments are the deadzone shape, and anti_dead_zone, which is used to compensate for a game's built-in deadzone.

The default values, with up and down multipliers of 140 & 130 make the joystick more sensitive in the up/down directions than in the left & right.  If you put a preference in a mode sheet, put the name in output column (A) and the value in the input column (C).  It will be in effect only while in that mode.
