If you are switching between two quadsticks, I can't really tell them apart in the telemetry.
If both are experiencing a problem in common, then it is probably not a hardware issue with the quadstick.
What you describe as "restarting".... Is that a full reboot with the entire light show, or is it a USB re-connection, which just takes a couple of seconds?
Check your cabling, try a different USB socket on your PC.
What do you mean by "pc profile"? An XBox 360 for PC profile? A typical mouse profile?
What I see most recently in your quadstick configs is:

Earlier, before your last round of changes, it contained:
I'd recommend downloading a Mouse 2 UltraStik into it, then renaming the "mouse.csv" file to "default.csv" using Windows file manager.
You updated the firmware to an older version. 2328 is the recommended version.
