IR Control problem

I want to control my TV using the quad stick and have a strange problem. the joystick up direction does not send any IR codes. I want to control the cursor keys of my remote control and no code for up works. Then I  put the TV on off button on the joystick up direction and it  doesn't work either. It is the same IR code that works in a different situation.

Is this a bug? I use the settings for the DPad and I don't see any mistakes in my settings.

You did not share the spreadsheet, only the CSV file.  It is harder to find problems in just the CSV.

It looks like there are blank rows in the IR codes tab.  Blank rows are never allowed in a configuration spreadsheet.  They indicate the end of the sheet.
It looks like there may be a comment "home"  in column B as the last row.  IR comments go in column C.  

Try to separate the problem into the different parts.

Does the N input work?  Use it to control one of the digital outputs

digital_out_1, normal, N

If the light comes on you know the N is working.  If N is not working, adjust the D-pad outer ring preference in QMP.

Trigger the IR code with a different input.  If it doesn't work then, the problem is with the code.

I solved the problem. The empty lines seemed to be a problem. However, the strange thing that occurred later was the missing word "Infrared" on the page with the codes. No idea how it became deleted.
I also found that the IR-LED is very weak and it only works when aimed exactly towards the TV. The codes i found were correct. 
In the end my idea works: I can use the TV from my bed using the quadstick!
